ADEO Recognised in Parliament for Supporting Migrant Domestic Workers

The Alliance of Domestic Employees Outreach (ADEO) was recognised in Parliament for its contributions to the care and well-being of migrant domestic workers (MDWs) in Singapore.

This recognition affirms the collective efforts of ADEO’s partners, volunteers, and advocates who work to strengthen the dignity and well-being of migrant domestic workers within the community.


The parliamentary mention arose during the adjournment motion on “Strengthening Support and Dignity for Migrant Domestic Workers and Singapore Families”, raised on 13 January 2026. The motion addressed the growing caregiving demands in Singapore and highlighted the vital role of MDWs in supporting families, seniors, and persons with disabilities.

In response to the motion, Senior Parliamentary Secretary for Manpower Shawn Huang outlined ongoing efforts to enhance training, safeguard well-being, and improve access to mental health and social support for MDWs, while emphasising the importance of partnerships with community organisations in delivering care on the ground.


Within this context of collaboration between public agencies and community partners, ADEO was cited as one such organisation providing ground-up support to migrant domestic workers. In particular, reference was made to ADEO’s involvement in initiatives that strengthen peer support, mental well-being, and community care among MDWs, including its work connected to the CARE Sisters programme.


The CARE Sisters initiative reflects this community-based approach to care. It is a peer-support programme that empowers migrant domestic workers to support one another through befriending, emotional encouragement, and guidance. Participants receive training to recognise signs of distress among their peers, offer a listening ear, and connect fellow workers to appropriate assistance when needed. Through this initiative, CARE Sisters fosters safe spaces for connection, reduces isolation, and encourages mutual care among migrant domestic workers during their rest days and beyond.


ADEO’s mention in Parliament underscores the value of trusted community organisations working closely with MDWs on the ground, and highlights how partnerships between public agencies and civil society can strengthen a more inclusive and compassionate support ecosystem in Singapore.
