ADEO Recognised in Parliament for its Role in Mental Health Support Among Migrant Domestic Workers

The Alliance of Domestic Employees Outreach (ADEO), a movement under Hope Initiative Alliance (HIA), was recognised in a written parliamentary response on 8 April 2026 by the Minister for Manpower Dr Tan See Leng that addressed mental health support for migrant domestic workers (MDWs).
Member of Parliament Ms Yeo Wan Leng raised a parliamentary question regarding the mental wellbeing of MDWs, particularly in light of research indicating higher levels of depressive and anxiety symptoms compared to other migrant worker groups. The question sought to understand whether there are plans to review and strengthen the current support ecosystem to ensure MDWs have access to timely mental health screening, counselling, and community-based care.
In response, the Ministry of Manpower (MOM) outlined Singapore’s broader approach to supporting MDWs’ mental well-being through onboarding programmes, regular check-ins, medical examinations, and dedicated helplines. Importantly, the response also emphasised the role of community partners in complementing formal systems of care, recognising that many MDWs naturally turn to informal support networks such as friends, family, and non governmental organisations.
Within this context, ADEO was highlighted as one of the organisations contributing to mental health support through community-based initiatives. The parliamentary response stated: “…working with NGOs such as the Alliance of Domestic Employees Outreach to train MDW ‘Care Sisters’ to serve as volunteer peer support…”
This mention affirms the value of ADEO’s work on the ground and its role in supporting early detection and intervention through trusted, peer-led networks.
