The Alliance of Guest Workers Outreach (AGWO) is an initiative of the Hope Initiative Alliance (HIA), in partnership with various Voluntary Welfare Organisations (VWOs), civil organisations, corporations, professional bodies, guest worker dormitories, and government agencies.
Our primary objectives are to:
1. Care for all guest workers and cater to their essential needs—adopting a spirit of hospitality for a welcoming environment that is free of discrimination and prejudice.
2. Be a one-stop hub of assistance and services for guest workers in Singapore—as a centre of health care services, legal assistance, social integration training, with opportunities for upskilling through computer literacy and language acquisition classes.
3. Be a multi-religious, multiracial and multi-faceted platform of support for guest workers in Singapore—working collaboratively with government bodies, private corporations, civil organisations, and the public.
WHY GUEST WORKERS?
Guest workers are an emotionally vulnerable community, having to be apart from their family for long periods of time while learning to adapt to a new culture and way of life. Apart from facing feelings of homesickness, they may also experience financial and emotional difficulties here—such as untenable living conditions, excessive working hours, inadequate rest, and unfair wages.
WHO ARE GUEST WORKERS?
Guest workers are a transient people group in Singapore, comprising blue-collar workers who have left their homes and families in search of better opportunities here. Forming one-third of Singapore’s working population, they play a significant role in our national economic development through building our infrastructure and contributing to industries where there is a labour shortage.
WHERE DO THEY COME FROM?
With many of them coming from developing countries, their labour not only contributes to Singapore’s growth, but also supports their national economies.

With our construction industry that is valued at $32 billion dollars, buildings under construction are a common sight in Singapore. Yet, the guest workers who have worked tirelessly to see these projects to completion often go unnoticed and unrecognised.
